Nice idea but impractical as it would require animated textures via code, even for a seamless procedural texture, it would slow and increase app/ file size for a what is ( no offense) essentially a gimmick.
It's a colouring book app.
I'd suggest a cinemegraph app like plotaverse / motionleap / werble ( or countless others) if you have your heart set on animated image effects.
