When editing an image on the foreground layer an zooming in, you are only able to zoom in on the foreground image, you should be able to zoom both images although you're working on the foreground layer. This comes in very handy when f.e. you want to fit in a different face on a different body but the background image is too large so yo would have to work with the face in very miniature way making it almost impossible to fit it pecisely.
